The Reciprocities between Economic
Policies and Educational Policies:
Supply and Demand of Human
Capital in Taiwan

Abstract
Taiwan’s development experience is regarded as an “economic miracle”.
The accomplishment is attributed to the accumulation of human capital
during the fast growing period from 1960s to 1990s. It is an embodiment of
the reciprocities between economic and educational policies in the process of
economic development. However, Taiwan lost its growing vitality due to the
drastic environment changes since the mid-1990 and onward. This study aims
to investigate the possible limits exist in economic and human capital policies
that caused by the Cross-Strait restrains of investment, trade and personnel
communications. Meanwhile, the unaccountable demand and supply labor
force simulation plus the inexistence of effective strategies to deal with long-
lasting wage stagnation are all subject to the lack of data-based policy guidance.
It is urgently needed to make use of administrative data in rigorous analysis
